A Life Beyond the Headlines

Angelo Quinto, 30, was more than a name in the headlines; he was a son, a brother, and a Navy veteran who served his country with honor. Growing up in a loving Filipino-American family, Angelo's life was filled with moments of love, laughter, and hopes of a future he never got to realize.

A Tragic Night in Antioch

On December 23, 2020, in Antioch, CA, Angelo experienced a mental health crisis where he was showing signs of distress and anxiety. Angelo's family sought help to ensure his safety. Tragically, Angelo lost his life after being restrained by police, and the tragedy sparked a call for change highlighting the need for better crisis intervention and the humane treatment of individuals in mental health emergencies.

The Family's Fight for Justice

His mother Cassandra Quinto-Collins, his stepfather Robert Collins, his brother Andrei Quinto, and his sister Bella Quinto-Collins have since been vocal in their pursuit of justice. They have worked hard to raise awareness and push for reforms which led to the passing of The Angelo Quinto Act of 2021 (Assembly Bill 490) which prohibits law enforcement officers from using certain restraints and techniques that involve positional asphyxia or restrict breathing.
